A delegation led by Paul Lam, Hong Kong SAR Secretary for Justice, visited Shenzhen and Foshan on 6-8 August to showcase Hong Kong's unique advantages as a legal hub.

As part of the visit, the Resolve2Win - Legal Services of Hong Kong, Opportunities for All conference was held in Shenzhen on 7 August.

The Resolve2Win campaign was launched last year in Bangkok to promote Hong Kong as an international centre for legal and dispute resolution services, which is part of the Hong Kong SAR Government’s eight-centre development strategy for the city.

The event in Shenzhen, co-organised by the Hong Kong SAR Department of Justice (DoJ) and Hong Kong Trade Development Council (HKTDC), was attended by more than 300 representatives from the legal, business and other sectors.

The latest Resolve2Win initiative has three main aims.

First, to help cities in the Guangdong-Hong Kong-Macao Greater Bay Area (GBA) better understand Hong Kong's legal and dispute resolution services.

Second, to encourage GBA enterprises to use legal and professional services in Hong Kong, when expanding abroad.

And third, to help Hong Kong’s legal profession capture commercial opportunities within the GBA.

Speaking at the conference in Shenzhen, Mr Lam explained how Hong Kong status as China’s only common law jurisdiction allows the city to forge close ties with the rest of the world.

“Hong Kong has the unique advantage of being backed by the motherland and connected to the world, playing the role of super-connector and super-value-adder,” he said.

HKTDC’s Deputy Executive Director Patrick Lau closed the conference by highlighting the international standards of Hong Kong’s legal services, which can benefit mainland companies, as they expand in international markets.

“These services include commercial contractual arrangements, compliance review, risk management, financing and listing, dispute resolution and even corporate restructuring and liquidation, among others,” Mr Lau said.

The Resolve2Win conference in Shenzhen also included panel discussions on compliance strategy and cross-border dispute resolution, and on risks and opportunities presented by emerging technology.
